Ha Long means : where the dragon descends into the sea . Accoding to the legend , a big dragon plunged into the sea from his home in the mountains , twisting and turning along the way . His falling tail gouged out huge crevices as he thrashed about , and when he finally reached the sea , the water he displaced rushed into the valleys , filling them up and leaving only the peaks which emerge from the surface and from some 3,000 islets .
