a: Để F>0 thì \(\dfrac{1-a}{2a+1}>0\)

=>(a-1)/(2a+1)<0

=>-1/2<a<1

Để F=0 thì 1-a=0

=>a=1

b: Để F là số tự nhiên thì 

\(\left\{{}\begin{matrix}-a+1⋮2a+1\\\dfrac{1-a}{2a+1}>=0\end{matrix}\right.\Leftrightarrow\left\{{}\begin{matrix}-2a+2⋮2a+1\\-\dfrac{1}{2}< =a< =1\end{matrix}\right.\)
